A Co-ordinate Bench of this Court vide order dated

02.12.2024 has already dismissed W.A.No.1394/2023 which arose out of the impugned common judgment and order dated 22.09.2023 passed by the Writ Court in W.P.No.12128/2015 and other connected writ petitions.

Since we are a Bench of equal strength, we do not want to take a different view than the one taken by the Coordinate Bench, whereby W.A.No.1394/2023 arising out of the impugned common judgment and order has been dismissed.

We are informed that the said order of dismissal dated 02.12.2024 passed in W.A.No.1394/2023 has been challenged before the Supreme Court in SLP (C) No.8321/2025 whereby notice has been issued and the impugned order to the extent of imposing costs of Rs.1,00,000/- has been stayed.
