Pursuant to the previous order dated 08.09.2026, the

Tahsildar is present in Court. The case was adjourned on the previous occasion by the learned Counsel for the complainant to verify and if need be to file a response to the compliance affidavit filed on that day.

2. No one appears for the complainant.

3. This petition is filed alleging willful disobedience of the order dated 20.09.2024 in W.P.No.25478/2024. By that order, while allowing the writ petition, the Tahsildar was

directed to consider the representation dated 02.08.2024 forthwith to effect mutation, mutating the petitioner's father's name to the petition land in terms of grant and thereafter to mutate the name of the petitioner by way of inheritance. The Tahsildar was directed that after effecting necessary changes in the khata, to proceed to conduct phodi and durasthi by way of single window durasthi. It was directed to be completed within seven months from the date of receipt of the order.

4. In the compliance affidavit filed on 08.09.2026,

which is sworn by S.Vishwanath, Tahsildar, Mandya, it is stated as follows:

"3. I respectfully submit that in view of the order passed by this Hon'ble Court and following the direction issued in the above Writ Petition, I have duly Complied with the directions given by this Hon'ble Court in so far as effecting Mutation of Khatha to the Petitioner's father's name in respect of land in question which was acquired by way of inheritance. The copy of the latest RTC in respect of Survey No.39 to an extent of 1 acre 30 guntas and the copy of the mutation bearing M.R. No.T5/15 for the year 2025-26 is herewith produced and marked as ANNEXURE-R1.

4. I state that, in so far as it is further submitted that there is also a direction for the office of Tahsildar to conduct Phodi and Durasti by way of a single window durasti. Pursuant to the directions of the learned Single Judge, I have conducted the Phodi and Durasti of the Complainants land and the mutation vide MR.No.T5/15 by order dated 03.09.2026 has been duly reflected in the RTC. NEW Sy.No.85 has been assigned to the said land and issued the RTC on 03.09.2026. The said RTC is produced herewith as ANNEXURE-R2.

5. I state that at time of passing the order in writ petition, Dr.Shivakumara Biradara was the Tahsildar at Mandya. I assumed charge as the Tahsildar, Mandya on 21.07.2025. After taking charge, I verified the documents and came to know about the contents of the case. Thereafter, I completed the process of phodi, coordinated with the office of the Assistant Director of Land Records for conducting survey, fixing of boundaries effecting the mutation etc., The entire process involved coordination with other departments and delay has been caused due to the above timeconsuming process."

5. As far as the delay is concerned, it is stated that unconditional and unqualified apology has been tendered. The compliance affidavit is accepted and the contempt petition is consigned.
