The matter is remitted back to the 1st respondent/Deputy Commissioner, Karwar to reconsider the matter afresh on the basis of the observations and findings of this Court, by giving proper notice and opportunity of hearing to the petitioner, and to pass a suitable reasoned order expeditiously.
