conductors in North and South division of BTS, the petitioners applied for the post of conductors pursuant to the recruitment notification, at the time of the notification issued by the respondent, the State Government imposed a ban on direct recruitment, as a result, direct recruitment did not take place and the select list for the said post pursuant to the Notification No.1/92 was not published. The respondent, in order to operate schedules without any interruption and to provide transport facilities to the traveling commuters, made temporary arrangement by engaging services of local candidates belonging to the Scheduled castes and Scheduled Tribes, among the candidates who had applied to the post of conductors in terms of the Notification No.1/92 and accordingly, the respondent-Corporation issued an order of appointment to the local candidates referred to in the Notification No.1/92 to work as conductors temporarily for a specific period, subject to extension from time to time with the basic pay along with other allowances fixed for the post of conductor as specified in the Notification.
