transferred to VSSC Tumba, Kerala in the year 2018. The petitioner was posted to URSC, Bengaluru during the general transfers dated 20.05.2022. (ii) He contends that though he was eligible for promotion to the post of Hawladar, the same was not considered. He made a request to his superiors, who issued a direction to the concerned officials to consider his promotion to the post of Hawaldar. In that regard, he submitted a letter dated 02.04.2024 to respondent No.2. The petitioner contends that this letter angered some of the officials who were responsible for not promoting him. (iii) He claimed that during December 2023, when he was on leave to attend to his wife who was pregnant, the officials of respondent No.4 telephoned him and informed him that they had to place the Hawaldar Badge on his shoulders and directed him to report back to the duty. The petitioner contends that this was an oral order without corresponding office orders and railway warrant was not issued, to enable the petitioner to travel. The petitioner was therefore not in a position to leave Bengaluru. Thereafter, his wife delivered during January 2024. The petitioner reported back to the duty and was promoted as Head Constable.
