promotion as an Additional Council Secretary in view of a vacancy that arose on 31.11.2015, the respondent Nos.1 and 4 illegally continued the service of the earlier incumbent on contract basis, after his retirement. Challenging the same, the petitioner approached this Court in W.P.No.59266/2016 seeking for a direction to respondent Nos.1 and 4 to consider his representation. This Court in terms of the order dated 24.04.2018, disposed off the writ petition directing the respondent No.4 to consider the representation as expeditiously as possible. Following this direction, the respondent No.4 granted promotion to the petitioner vide order dated 17.01.2019. The petitioner requested the respondent No.4 on 25.03.2021 to re-fix his salary in the scale of Rs.97100141300 as there was no further promotion avenue for the petitioner. He also requested for a promotion to the post of Council Secretary. The respondent No.4 directed his subordinates to put up the file. However, the said representation of the petitioner is not considered till date. The petitioner contends that the respondent No.4 without considering the representation of the petitioner dated 25.03.2021, has forwarded a proposal to the respondent No.1
