The petitioners have established Industrial Training Institutes (ITI) and are catering to the needs of the students who are admitted to ITI courses, in various parts of the State. Their grievance is that although the Ministry of Labour & Employment, Directorate General of Employment & Training, Government of India had recommended to the State Government in its communication dated 29.12.2014 that there is need for normative fee structure chargeable by private ITI’s and therefore it was unanimously agreed in the meeting dated 19.12.2014 that the fees that could be collected from the students in the Rural Areas shall be Rs.15,000/for Engineering Trade and Rs.12,000/- for Non-engineering Trades. Similarly in respect of urban area, the fees structure was recommended at Rs.16,500/for Engineering Trades and Rs.13,200/- for Non-engineering Trades, respectively. It is contended that inspite of such a recommendation, the State Government has passed the impugned order dated 28.01.2020 fixing the fees as Rs.10,500/- & Rs.8,400/- in respect of rural areas and Rs.11,500/- & Rs.9,200/- in urban areas.
