2. The instant writ application has been preferred by the

petitioner praying therein for the following reliefs:

A. To upgrade the First Time Bound pay scale of the petitioner from Rs. 1,8003,330 to Rs. 2,400-4,150/- with effect from 24.01.1994 by upgrading the basis grade pay scale of the petitioner from 1600-2780 to 2000-3800 with effect from 24.01.1994 in the light of the Judgment dated 13.04.2015 of the Hon'ble Patna High Court in CWJC No. 3505 of 1999 Nagendra Sahani and others versus The State of Bihar and others and further to allow the consequential benefits thereof.

B. To verify and confirm the pay fixation of the petitioner in the new revised Scale of pay with effect from 24.01.1994 and accordingly to issue the revised Authority slips for payment of the revised Pension, revised amount of Gratuity and the revised amount of Leave Encashment with up-to-date admissible Dearness Allowance and also to pay the arrears of his Pension, Gratuity and Leave Encashment without any further loss of time.

C. To pay the statutory and penal interest to the petitioner on the aforesaid arrears from the date it became due till the date the same are paid to him because these normal benefits of service has not been allowed to him in time and he has been deprived from the same till date for no fault on his part.
