W.P.(S) No. 4669 of 2021, High Court of Jharkhand at Ranchi (Deepak Roshan, J.), order dated 02-07-2026: Petitioner Susanto Kumar Routh sought (i) approval of his promotion to the post of Accountant by respondent no.3 Kolhan University since publication of the interview result dated 28.04.2012 - his name having been recommended by the College to the University on 08.02.2013 with no decision taken thereafter - and (ii) revision of his pay scale to Rs. 9300-34800 under the 6th pay revision. No decision of any forum was challenged as impugned. Counsel for respondent no.3-Kolhan University submitted that if no decision had been taken, he ensured it would be taken soon in accordance with law and applicable rules and regulations; counsel for the respondent-State submitted that the claim raised was in the exclusive domain of respondent no.3-Kolhan University. Having regard to these submissions, the Court disposed of the writ application by directing the Registrar, Kolhan University to treat it as a fresh representation and take a decision on the petitioner's claim by passing a reasoned and speaking order, keeping in mind that it was an old matter and the claim had been duly recommended way back in the year 2013; the decision was to be taken within 12 weeks of receipt of copy of the order. At the outset, learned counsel for the petitioner submits that though

known to the respondent-University, no decision has been taken till date. 3. Learned counsel for the respondent no.3-Kolhan University fairly submits that if no decision has been taken as per the submission made by learned counsel for the petitioner, then he ensures that the decision will be taken soon in accordance with law and applicable rules and regulations.

Learned counsel for the respondent-State fairly submits that the claim raised by the petitioner is in the exclusive domain of the respondent no.3- Kolhan University; as such it may take appropriate decision.

Having regard to the aforesaid submission made by learned counsel for the rival parties, the instant writ application is disposed of by directing the respondent no.3-Registrar, Kolhan University to treat this writ application as a fresh representation and take a decision with regard to the claim made by the petitioner in the instant writ application by passing a reasoned and speaking order keeping in mind that it is an old matter and the claim of the petitioner was duly recommended way back in the year 2013. The decision shall be taken within a period of 12 weeks from the date of receipt of copy of this order.
