1. Heard learned counsel for the parties.

¶16

2. The present writ petition has been filed for the following relief :-

“ (a) for the issuance of an appropriate Writ/ Writs, Order/ Orders, direction/ directions or a writ in the nature of Certiorari for setting aside the order dated 13.08.2025 (Annexure-7) which has been passed in view of the direction given by this court vide W.P.(C). No. 471 of 2025 dated 04.03.2025 whereby the representation of the petitioner has been rejected ignoring the fact that the road constructed using 1100 ft long and 30ft wide area of the plot of petitioner connecting Bankhanjo to Shankar chak to Giridih College crossing which falls under the jurisdiction Respondent no. 3 and the same is not

possible without acquiring the land. But, the Respondents are ignoring the fact that the road has been constructed, just to avoid compensation claimed by the petitioner and respondent are sitting tight over the matter harassing the petitioner and the same is against the principal of Natural Justice and against the mandate of articles 16 and 21 of The Constitution of India.”

3. The description of land is as follows :-

“Khata No.11, Plot No.127, Khewat No.-1, Touzi No.15/11, Thana No.46, Mouza - Shankarchak, District - Giridih.”

4. It appears that the petitioner had earlier approached this Court by filing writ petition being W.P.(C) No.471 of 2025, which has been disposed of vide order dated 04.03.2025.

The copy of the aforesaid order has not been brought on record for the reasons best known to the petitioner.

¶25

5. It is settled principle of law that construction of a document is substantial question of law. Suppressing the High Court's order or not placing it on record makes the writ petition non-maintainable. This sort of practice cannot be encouraged.

¶26

6. In that view of the matter, the present writ petition is, hereby, dismissed.

¶27

7. Pending interlocutory application, if any, stands disposed of.
