The issue raised in the instant public interest litigation

is with regard to the so-called anomalies in the supply of school uniforms to the students of Class-I to VIII in the district of Hazaribagh as these supplies, according to the petitioner, are substandard and there are otherwise irregularities in supply of the

same.

The respondent nos. 7 and 8 have filed the counter affidavit which goes to indicate that after supply of the uniforms, several news items were published in the newspaper regarding the low quality of school uniforms being provided/supplied by the SelfHelp Group (SHG) to whom this task of supply had been assigned.

3. Accordingly, the matter was enquired into and it had been reported vide memo no. 1269 dated 28.12.2023 that the quality and quantity of sweaters as well as school uniforms were good. The entire matter was enquired by a Joint Committee headed by the Director, Primary Education, Jharkhand, who had submitted the report to the Secretary, School Education and Literacy Department, Government of Jharkhand, vide memo no. 06 dated 01.03.2024.

On receipt of the enquiry report, the Secretary, School Education and Literacy Department, Government of Jharkhand had sought certain clarification from the Deputy Commissioner, Hazaribagh who, in turn, clarified each and every point as raised by the enquiry committee vide letter no. 413 dated 12.04.2024 mentioning therein that there was no problem with the uniforms provided to the students of Class-I to VIII that was prepared by the Self-Help Group in Hazaribagh district. Sample of the school uniform was also produced before the District Committee, which found the same to be of good quality. Once this be the actual position, obviously the instant petition questioning the supply of school uniforms being sub-standards, is actually baseless and the same is accordingly disposed of.

5. It goes without saying that in case there is any audit objection regarding supply of the school uniforms then the

concerned respondents shall take the same to its logical end.
