06/2.4.2024 Heard Mr. Jayanta Kumar Dey, who is appearing in person and Mr. Rajesh Kumar, learned counsel appearing for the State Bank of India.

In this Public Interest Litigation, the petitioner has prayed for a direction upon the Deputy Commissioner, Ranchi to pass order in respect of loan on the basis of leasehold land considering the grievance of the petitioner for the benefit of poor people living in rural area. The petitioner has further prayed for a direction upon the State Bank of India for granting loan to the petitioner on the basis of leasehold land as wanted for allotment of working amount to be sanctioned in the matter of Swarna Jayanti Swa Rojgar Yojna wherein the petitioner has to deposit security money which is amounting to Rupees forty lakhs for a period of one month which will be returnable with interest for the benefit of poor people living in the rural area.

Mr. Rajesh Kumar, learned counsel appearing for the RespondentState Bank of India, has submitted that earlier with respect to a similar prayer the petitioner has moved this Court in W.P.(PIL) No. 3656 of 2018 which was dismissed as withdrawn since the grievance of the petitioner stood redressed. He has also stated that the essence of the present Public Interest

Litigation seems to be purely personal in nature and the subject matter of this Public Interest Litigation also appears with respect to securing a loan against a leasehold land.

Although Mr. Dey, the petitioner in person, has taken us through the various documents in support of his contention but we are satisfied with the fact that this Public Interest Litigation is misconceived. More so, when in the earlier round of litigation the petitioner had withdrawn the said Public Interest Litigation in W.P.(PIL) No. 3656 of 2018 since the grievance of the petitioner was redressed apart from the fact that the prayer made in this Public Interest Litigation clearly tantamounts to a personal grievance of the petitioner and that too for sanctioning of loan against a leasehold land.

We, therefore, on the basis of what has stated above do not feel inclined to proceed with this Public Interest Litigation, which accordingly stands dismissed.
