As per guidelines of the Corporation, a quota of 30% of the available vacancies under unskilled categories was reserved for displaced persons and as such it was resolved to prepare a panel/list of displaced persons for their appointment on rehabilitation ground. On the basis of land record, a list was prepared wherein name of the petitioners also find place. The matter was delayed on part of the respondents and list was not given effect to. Thereafter, the displaced persons moved vide CWJC No. 1828 of 1998 (R) with a prayer for a direction upon the respondents to appoint them. Though petitioners and their ancestors repeatedly approached before the authorities, but the matter was again delayed on part of the Corporation though the name of petitioners and others were there in the panel of such displaced persons. It is case of the petitioners that similarly situated person namely Parmeshwar Singh had been offered appointment from the same list vide Appointment letter dated 23.09.2008. Being aggrieved, petitioners moved before this Court vide W.P.(S) No. 1582 of 2012, which was disposed of vide order dated 03.04.2012 with a liberty to file representation before the respondents. Thereafter, representation was filed by the petitioners and they repeatedly approached before the authorities concerned but no heed was paid. Thereafter, claim of the petitioner was rejected vide order dated 12.06.2012, passed by the respondent no. 3. Claim of the petitioners has been rejected on the ground that they could not produce documents relating to land acquisition.
