The present writ petition has been filed for quashing the advertisement no. 01 of 2016 dated 26.10.2016 issued by the respondent no.3- Director, Department of Labour, Employment and Training, Government of Jharkhand, for appointment on contract basis on various posts including different posts of Instructors mentioned at Serial No. 2 to 12 in the said advertisement without following the guidelines of National Council for Vocational Training (in short “NCVT”) communicated vide letter no. 01.01.2016 (Annexure-2 to the writ petition), which provides for 30% weightage to be granted for marks in CITS qualification ensuring that CITS passed candidates may be engaged as Instructors. guideline also provides that the said criteria will also apply for contractual employment.
