Division, but the name of the petitioners did not find place in the list of successful candidates although several ineligible candidates were declared successful in the said list replacing the name of petitioners from the list of successful candidates. It is further case of the petitioners that in the First Phase, the respondent No.5 has issued appointment letter on 08.02.2004 in which appointment was given to many candidates and out of such candidates many ineligible candidates were appointed, whose appointment was later on cancelled. Thereafter, in second, third and other phase, appointment letters were issued to the candidates. In the first phase of appointment, appointments were given to ineligible candidates, who have not done their training from University, recognized by the National Council for Teachers Education (NCTE) and upon verification, the respondents have cancelled the appointment of such ineligible candidates, which was challenged up to Hon'ble Division Bench of this Court in LPA No. 235/2004 with LPA No. 236/2004, but the same was dismissed. Thereafter, the respondents have published second result for appointment in Hindustan Newspaper dated 18.08.2005 whereby, a total of 102 Candidates were declared successful in Godda Division in which the petitioners were also selected and their names have been recommended by JPSC for appointment. Subsequently, meeting of Establishment Committee was held and petitioners were given appointment on different dates on the strength of their name published in the Hindustan Newspaper dated 18.08.2005, which was recommended by the JPSC.
