The instant Public Interest Litigation has been filed without adhering to Jharkhand High Court (Public Interest Litigation) Rules, 2010, in particular, Rule 4-A and 4-B. Registry should have pointed out these defects to the petitioner at

the very outset. It appears to the Court that the Stamp Reporter, who is dealing with Public Interest Litigations, was not vigilant and took it casually. He is supposed to be careful in future.
The instant petition thus merits dismissal being not maintainable. Ordered accordingly.
However, we give liberty to the petitioner to knock at the door of the Court for the same cause, if he so chooses.
