The petitioner, through the medium of the instant petition, has challenged the notice communicated vide No. IMPARD/ESTB/2/2022-09/E-125430/370 dated 6th August, 2026, whereby objections/suggestions were invited to be filed within 21 days from the date of publication of the notice on the official website of the respondent-Institute with regard to the Draft Jammu and Kashmir Institute of Management/Public Administration & Rural Development (IMPARD) Service Regulations, 2026. The challenge has been laid on the ground that the petitioner had filed objections/representation against the Draft Recruitment Rules on 12^th of August, 2026, which have not been considered as yet.

Learned counsel for the petitioner submits that the petitioner would be satisfied if

the petition is disposed of, at this stage, with a direction to the respondents to consider the objections/representation submitted by the petitioner against the Draft Recruitment Rules, particularly with regard to the proposed re-designation of

the post of System Administrator as Assistant Programmer and the failure to provide an appropriate promotional hierarchy and meaningful career progression for the Information Technology/Technical Cadre.

In view of the pleadings and submissions urged at the Bar and the innocuous prayer made by the petitioner, the petition is disposed of, at its motion stage, with a direction to the respondents to consider the objections/representation filed by

the petitioner before finalizing the Regulations on the subject.
