Seventeen writ petitioners, Conductors of HRTC, sought two additional increments for completion of twenty years of service as Conductor without promotion; in some matters their representations to the Corporation had been rejected, while in others the prayer was made for the first time. During hearing, learned counsel for the Corporation placed on record instructions dated 20.12.2025 issued by the Managing Director, HRTC, Shimla, whereby the Corporation decided to grant two additional increments to Conductors upon completion of 20 years of regular service without promotion to the next higher post, covering not only the petitioners but all similarly situated Conductors. Holding the grievance redressed and nothing to survive for adjudication, the Court (Vivek Singh Thakur and Romesh Verma, JJ.) directed the respondents-Corporation to ensure payment of arrears and release of the two additional increments to the petitioners on or before 31.03.2026 in terms of the communication dated 20.12.2025, and disposed of the petitions along with pending application(s), if any.

All these petitions, for involvement of common questions of fact and law for adjudication, are being decided by this common order.

The petitioners have approached this Court for grant of two additional increments for completion of 20 years service period as Conductor without promotion.

In some cases, prayer has been made for the >rst time, whereas in other cases, representations of the petitioners have been rejected and all petitioners herein, therefore, have approached this Court for directing the respondents for payment of additional increment for completion of 20 years after setting aside rejection order passed by the respondents-Corporation in the representations preferred by some of the petitioners.

Learned counsel appearing for the respondents-Corporation have placed on record instructions dated 20.12.2025 issued by Managing Director HRTC, Shimla to all Divisional Managers and all Regional Managers of the Corporation, whereby, it has been informed that the Corporation has decided to grant two additional

increments to Conductors upon completion of 20 years of regular service without any promotion to the next higher post.

Under instructions, it has been submitted by the learned counsel appearing for the respondents-Corporation that grievance of the petitioner(s) stands redressed as the Corporation itself has decided to grant and release two additional increments not only to the petitioners but to all similar situated Conductors.

In view of above nothing survives to be adjudicated. No further order is required to be passed except directing the respondents-Corporation to ensure payment of arrears on account of aforesaid grant in terms of communication dated 20.12.2025 and release of two additional increments to the petitioners on or before 31.03.2026 in terms of decision of the Corporation transmitted vide communication dated 20.12.2025 placed on record by the learned counsel for the respondents-Corporation.
