Following order was passed in the matter on

05.05.2025:-

“Learned Deputy Advocate General has placed on record office instructions dated 03.05.2025 from the Secretary (Education) to the Government of Himachal Pradesh. As per these instructions, meetings of the Departmental Promotion Committee (DPC) for regularizing the placements of the Principals from the years 2017 to 2021 and 2022-23 were convened on 28.02.2025 and 05.04.2025, respectively.

2. Learned counsel for the petitioners submits that recommendations of the DPC on 28.02.2025 and 05.04.2025 have still not been given effect. Promotion orders based upon recommendations of the DPC have still not been issued.

3. Once meeting of the Departmental Promotion Committee has been convened, recommending names for promotion/placement of Principals that too on 28.02.2025 and 05.04.2025, it is not understood as to why the recommendations are not being given effect to.

4. The matter was twice passed over to enable learned Deputy Advocate General to have instructions about issuance of promotion orders based upon recommendations of the DPC. Instructions have not forth come.

2. Learned Deputy Advocate General has placed on

record office instructions dated 08.05.2025 from the Secretary (Education) to the Government of Himachal Pradesh, stating that as per recommendations of the Departmental Promotion Committee, the Lecturers (School Cadre) and Headmasters have been promoted to the posts of Principal on regular basis under notification dated 08.05.2025. A copy of notification dated 08.05.2025 has also been appended with the instructions memo.

3 . Learned counsel for the petitioners states that this writ petition be disposed of as grievance of the petitioners has now been redressed, however, liberty be reserved to the petitioners to seek appropriate remedy in accordance with law for redressal of their surviving grievances, if any.

4 . In view of above, this writ petition is disposed of with liberty as prayed for. Pending miscellaneous application(s), if any, shall also stand disposed of.
