Heard Mr. N Patiri, the learned counsel appearing on behalf of the petitioner. Mr. P Kakati, the learned counsel, who appears on behalf of the respondent No.1 and Mr. D Nath, the learned counsel, who appears on behalf of the respondent No.2.

The present contempt proceedings has been initiated alleging willful and deliberate violation of the Court’s order dated 24.07.2023 passed in WP(C)No.6490/2022.

The direction(s) which was passed by this Court on 24.07.2023 is reproduced hereinunder:

“5. Taking into account the above stand, this Court therefore is of the opinion that the interest of justice would be met if the Petitioner is permitted to submit his un-cleared bills in the proper format and a direction is given to the concerned Respondent Authorities to make payment to the Petitioner the amount which he is entitled to after necessary verification.

Accordingly, this Court therefore disposes of the instant writ petition thereby giving the liberty to the Petitioner to submit his unpaid bills in the proper format and thereupon, the Respondent Nos. 5 and 6 shall make necessary verification as regards the Petitioner’s entitlement and upon verification it is found that the Petitioner is entitled to the amount so claimed or such other amount that is ascertained after verification, the said amount be paid to the Petitioner.

The said exercise be completed by the Respondents within a period of 3 (three) months from the date a certified copy of the instant order

along with the bills in the proper format are submitted by the Petitioner to the Respondent Nos. 5 and 6.”

From the above, it, therefore, appears that the petitioner herein was directed to submit the unpaid bills in the proper format before the respondent Nos.5 and 6 in the said writ proceedings and thereupon necessary verification were directed to be carried out and if it is found that the petitioner is entitled to the amount claimed or such other amount(s), the payment should be made within a period of 3 (three) months.

The learned counsel appearing on behalf of the respondent No.1 submitted that upon making due verification, it was found that the petitioner is only entitled to an amount of Rs.2,67,700/- and accordingly, the said amount has been duly paid.

Taking into account the above, nothing further remains to be adjudicated upon in the instant contempt petition, for which, the contempt proceedings stands dropped.

The communication dated 29.08.2025 issued by the Director, Printing and Stationery, Assam is kept on record and marked with the letter ‘X’.
