The present I.A. has been filed by the applicant, who is the writ petitioner in WP(C) No. 3870/2024, praying for impleadment of (a) The Commissioner and Secretary to the Government of Assam, Finance Department, Dispur, Guwahati, Pin-781006, Assam and (b) The Joint Secretary to the Government of Assam,
