Heard Ms. P. Saharia, learned counsel for the applicant, who submits that by filing this application, the applicants are seeking the impleadment of State Council of Educational Research and Training (SCERT) represented by its Director as respondent No.4 in the writ petition.

The learned counsel submits that impleadment is necessary for effective adjudication of the controversy and that it will not change the nature and character of the writ petition.

Mr. P. J. Phukan, learned Standing Counsel, G.U. submits that he has no objection if the application is allowed.
