Also heard Shri S Dutta, learned Senior Counsel for the Silchar Municipal Board as well as Ms. B Devi, learned counsel appearing on behalf of Shri SP Choudhury, learned Standing Counsel, Silchar Development Authority.

Upon perusal of the subject matter of dispute and taking into consideration that while proceeding, the petitioners were ignorant of the existing law which was, in fact in operation, this Court is of the view that there is no existing cause of action which requires an adjudication.
