Heard Mr. R. Dhar, learned counsel for the petitioner and Ms. G. Kashyap, learned counsel appearing on behalf of Mr. S.K. Medhi, learned CGC for the respondents.

Having noted that the order dated 23.05.2018, impugned in this writ petition, was issued by the Deputy Inspector General, Head Quarters of Assam Rifles, the Court is of the considered opinion that the High Court of Meghalaya at Shillong would have the territorial jurisdiction as well as “forum convenience” to adjudicate the matter.

This writ petition was filed on 31.07.2018. Accordingly, the petitioner would have the liberty to pray for exclusion of time between 31.07.2018 till the date of this order for proceeding bona fide before this Court, as provided for under Section 14 of the Limitation Act.

This writ petition stands closed with liberty as indicated above.
