As indicated above, the petitioner projected one Osimuddin Fakir as her grandfather and one Abdur Rahman as the father, which names appeared in the Voter Lists of 1966 and 1970 at Exhibits-1 and 2 of village (330) Harirchar Part-I, districtGoalpara. However, no voter lists were produced and exhibited reflecting the name of the petitioner by showing relationship with her projected father or with grandfather. Similarly, the petitioner’s name along with her projected husband appeared in the Voter Lists of 1985, 1997, 2011 and 2014 at Exhibits-3, 4, 5 and 6, of village 162-Jopea Moinapara, Bongaigaon, which, however, bore no relevance as her relation is shown with her projected husband and not with the projected father or grandfather. One Sale Deed which was executed in the year 1983 and exhibited as Exhibit-7 only shows the name of the petitioner as a purchaser, however, the petitioner did not mention about the same in her written statement. Moreover, the said Sale Deed cannot come to the aid of the petitioner to serve as a link document as it was issued on 09.06.1983 after the cut-off date of 25.03.1971. PAN Card at Exhibit-8 issued in the name of the petitioner is not a relevant piece of document to prove citizenship. Though the petitioner produced and exhibited the Gaon Panchayat Certificate at Exhibit-9 to show linkage with her projected father, however, the said Certificate rendered itself inadmissible in evidence, inasmuch as, the author/issuing authority was not examined to prove the certificate and the contents thereof.
