projected that on 05.12.2008, the Government of Assam took an initiative for regularization of the post of Research Officer in the Hospital Tumor Registry, Assam Medical College and Hospital, Dibrugarh and the authorities were directed to submit a proposal for creation of those posts. Accordingly, the Health and Family Welfare (B) Department vide memo dated 11.01.2010 informed all concerned including the Accountant General, Assam for creation and sanction of 12(twelve) numbers of post of various categories under Non-plan 2009-10 which included the post of Research Officer. The grievance of the petitioner is that till date the service of the petitioner has not been regularized in the said post. The learned counsel for the petitioner has submitted that as on date the petitioner has rendered 28 years of service in the same post without being regularized and moreover, the petitioner is stagnating in the same post and by now the petitioner is 58 years old. He has submitted that pursuant to interim order passed by this Court, one of the grievance of the petitioner that she was not getting her monthly salary regularly since March, 2013 has been redressed and the petitioner is now been receiving her monthly salary regularly. He further submitted that although the post of Research Officer has been sanctioned, the authorities have not filled up the post by appointing the petitioner by regularizing her service in the said post.
