the case file of the applicants; that the account of the applicants has been running well and there was no default in servicing the accrued interest and account of the applicants was standard; that therefore, in view, of the RBI guidelines in respect of granting of 20% of the existing limit to the stressed account due to COVID-19 Pandemic, the respondent No.1 granted a GECL of Rs.24.00 Lakh and opened a separate account i.e. GECL Account on 19.06.2020 in its books; that thereafter, respondent No.1 issued a notice dated 08.06.2021 under Section 13(2) of Act, whereby the applicants were intimated that the respondent No.1 has classified the accounts of the applicants as NPA on 10.05.2021 and the respondent No.1 demanded Rs.1,45,76,772.41p outstanding as on 30.04.2021 within 60 days from the date of notice; that unfortunately, due to devastating fire broken in the factory premises of Company on 18.06.2021, the entire stocks lying in the Godown/premises of the company which was hypothecated with the respondent Nos. 1 & 2 was gutted into fire causing huge loss to the applicants; that respondent No.2 appointed a surveyor to assess the loss suffered by the applicants; that on the basis of the preliminary report submitted by the said surveyor, the applicants submitted a claim for reimbursement of the amount of Rs.1,54,19,500/-; that this amount in its entirety can be paid to the respondent No.1 as even in the Insurance Policy, it has been duly mentioned that the stocks have been hypothecated to the respondent No.1; that in that situation, it was the duty of the respondent No.1 to help and rehabilitate the applicants by granting some additional loan but instead of reviving and rehabilitating the applicants, the respondent No.1 preferred to issue a notice dated 15.01.2022 under Section 13(4) of the Act and in pursuance whereof took the symbolic possession of the residential flat of the applicant No.2; that since the applicants had suffered huge losses due to the burn of the entire stocks lying in the factory and nothing remained with them and they had become jobless having no source of income, even then, the applicant Company submitted an OTS proposal dated 28.03.2022 offering Rs.95 Lakh for full and final settlement of the
