“After hearing arguments for some time, learned counsel for petitioner seeks adjournment to take appropriate instructions in relation to the present petition as it has been proposed to him that the petition can be disposed of with the direction that in future if situation so arises or warrants, the plaintiff would be at liberty to move application afresh seeking appointment of any Local Commissioner and the learned Trial Court would be at liberty to decide such application in accordance with law and
