By way of the present petition, the petitioner seeks a direction to Respondent No. 2 to release compensation in his favour, as the petitioner stands on equal footing with other victims of the anti-Sikh riots during the 1984 riots, having suffered the loss of his brother, Joginder Singh.

However, it does not seem to have contained the death certificate of Joginder Singh and the documents, so as to indicate that the petitioner is the brother of Joginder Singh. The communication dated 17.10.1996 (Annexure P-4) reflects that certain information were required by the Department from one Anand Singh.

The Court, therefore, finds that the petition does not contain the necessary documents, so as to entitle the petitioner to seek for the relief prayed therein.
