The Division Bench upheld the learned Single Judge's interim stay, finding no error in it, and permitted the appellant (NCISM) to pass a fresh order afresh after complying with Regulation 55(14) of the Regulations, 2024: (i) copy of the inspection/assessment note depicting deficiencies to be furnished to the respondent institution within two days; (ii) institution at liberty to file its reply within three days thereafter; (iii) hearing to be fixed within ten days; (iv) the reply and submissions made at the hearing to be taken into consideration and a reasoned and well-discussed order to be passed and communicated to the respondent institution; and (v) the order dated 09.09.2025 to abide by the fresh order.
