Delhi High Court (Ravinder Dudeja, J.; order dated 19.11.2025) disposed of W.P.(CRL) 3794/2025 filed by Prince seeking a mandamus to the State of NCT of Delhi to complete the investigation in FIR No. 103/2022, PS Crime Branch, registered under Sections 419/420/120B IPS and Section 66D IT Act. The FIR arises out of alleged use of unfair means by 490 candidates, including the petitioner, in an SSC nationwide computer-based examination for recruitment of constables in Delhi Police. Although the charge-sheet had been filed, charges could not be framed for over three years because the FSL report for 2 of the 21 labs (pertaining to 16 computer systems) remained awaited, a priority letter having been sent. The present writ petition seeks mandamus directing the respondent to complete the investigation in case FIR no. 103/2022 under Sections 419/420/120B IPS and 66D IT Act, registered at PS Crime Branch.

As per the prosecution version, 490 students including the petitioner were accused of using unfair means in a nationwide computer based exam conducted by SSC for recruitment of constables in Delhi Police. 3. It has been submitted that charge-sheet has been filed but charges could not be framed even after 3 years due to incomplete investigation.

Learned ASC who appears for the State submits that out of 21 labs, the FSL report vis-à-vis 2 labs pertaining to 16 computer systems is still awaited from FSL and a priority letter in this regard has been sent.
