This is an application seeking impleadment of Mr. Trilok Chaudhary as respondent no. 4 in the present proceedings.

The applicant is a vendor in respect of the sale deed which is sought to be registered and is also the subject matter of the present petition. It is submitted that the applicant has a valid interest in the outcome of the present petition. The present application is not opposed.

Considering the averments made in the application, the same is allowed. Mr. Trilok Chaudhary is impleaded as respondent no.4 in the present petition.

The present petition has been filed by the petitioner being aggrieved by the non-registration of the sale deed presented by the petitioner before the respondent no.2 vide receipt bearing no. 3323 dated 23.03.2024 in respect of land measuring 36 Bighas 16 Biswas , i.e. 7.66 Acres comprised in Khasra Nos. 1132 (4 - 16), 1133 (4-16), 1136 (4-16), 1137 (4-16), 1142 (4- 8), 1143 (4- 8), 1144 (4- 8), 1145 (4 - 8) situated at Village Punjab Khor, New Delhi.

It is submitted that the sale deed in respect of the aforesaid land, was executed by the respondent no.4 in favour of the petitioner, pursuant to a settlement agreement dated 23.01.2023 arrived at between the parties in the aftermath of the judgment/decree passed by this Court vide order dated 11.05.2018.

The counter-affidavit filed on behalf of the respondent no.2 discloses that the aforesaid sale deed was refused registration vide Refusal Order No. e-SR/VI-D/Khanjhawla/2023/65 dated 20.02.2024 on the ground of “non providing of the Land Status Report”. It is further submitted that the seller, Mr. Trilok Chaudhary/respondent no. 4 filed an appeal against the refusal order dated 20.02.2024 before the Registrar (North-West) vide Appeal No. 08/Registrar/NW/2024.

During the course of hearing, it is pointed out that vide circular dated 14.08.2025, the practice of obtaining ‘No Objection Certificate’ (NOCs)/Land Status Report (LSR) from the concerned authorities such as Land Acquisition Collector (LAC)/ Additional District Collector, for the purpose of the transfer/registration of the land has been discontinued. This position is acceded to by the learned counsel for the respondent no.2.

counsel for the respondent no.2 are in agreement that there is no impediment in completion of the formalities for registration and release of the concerned sale deed which is the subject matter of the present petition. It is directed accordingly. Let the same be done as expeditiously as possible and preferably within a period of 3 weeks from today.

It is further agreed that respondent no.4 will withdraw the appeal no. 08/Registrar/NW/2024, preferred by the respondent no. 4, before the Registrar (North-West).

The present petition stands disposed of in the above terms.
