1. This writ petition is filed on behalf of the Petitioner under Article 226 of the Constitution of India seeking the following reliefs:-

“a) Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondents to provide a mechanism for retrieval and verification of NEET-UG 2019 records of the Petitioner from their official database and to accept the same for the purpose of FMGE registration; or

b) Issue a writ, order or direction directing the Respondents to permit the Petitioner to register and appear in the upcoming FMGE Examinations of December 2025, on the basis of their NEET qualification, without insisting upon production of NEET-UG scorecards;

c) Issue a writ, order or direction declaring that NEET-UG qualification, in terms of Notification dated 01.03.2018, constitutes sufficient compliance for eligibility to appear in FMGE, and that non-production of

scorecards due to systemic or administrative lapses cannot be treated as a ground for denial of registration;

d) Issue a writ, order or direction directing the Respondents to accept alternative supporting documents such as NEET Admit Cards, Roll Numbers, Application IDs, Admission Letters or any other relevant material placed on record by the Petitioner, for verification of their NEET qualification; and

e) Grant similar relief as in judgment dated 11.11.2025 in W.P.(C) 14627/2025 Amrita & Ors. v. UOI & Ors by directing Respondents to accept NTA database verification as sufficient proof of NEET qualification.”

The grievance of the Petitioner is that he had enrolled for MBBS Course in foreign university and therefore, as required, he has to undertake an examination called Foreign Medical Graduate Examination (‘FMGE’), conducted by National Board of Examinations in Medical Sciences (‘NBEMS’). Learned counsel for the Petitioner submits that the process of applying for FMGE involves submission of NEET (UG) scorecard as a mandatory requirement, as outlined in the Information Bulletin issued by NBEMS for FMGE December-2025 Session as also future examinations. It is submitted that NTA has furnished the requisite details and particulars of the Petitioner based on available database, which can be incorporated as a part of this order and direction can be issued to NTA to treat the order as a scorecard of NEET (UG), 2019 Examination, thereby dispensing with the requirement on the part of the Petitioner to furnish the scorecard. Counsel for NTA fairly submits that similar orders have been passed by this Court in the past and NTA has no objection if this course of action is adopted in the present case.

Indisputably, similar orders have been passed by this Court and there is no reason to deny the reliefs sought by the Petitioner. Accordingly, NBEMS is directed to treat this order as scorecard of NEET (UG), 2019 Examination in respect of the Petitioner and consequently, requirement on part of the Petitioner to furnish scorecard for the FMGE December-2025 Session as also for future FMGE is dispensed with. Needless to state that in case Petitioner applies for FMGE henceforth, this order will be considered as compliance of the pre-condition of providing the scorecard.

Writ petition stands disposed of in the aforesaid terms.
