Present public interest petition has been filed seeking directions to the Respondents to provide water connection to all Delhi Government dispensaries located in Sectors 2, 8, 10, 12, 14 and 17, in Dwarka, New Delhi.

The petitioner who appears in person, states that there are seven government dispensaries operating in the aforesaid sectors in Dwarka out of which six do not have a water connection. He further states that the Respondent No. 1 has not fulfilled its obligation to obtain water connection for the said dispensaries.

He states that it has come to his knowledge that some of the dispensaries have been obtaining ground water by using submersible pumps and that some of the Chief Medical Officers of dispensaries are using their entire contingency funds to surmount water scarcity.

He also states that the reason for denying the water connection, as given by the Respondent – Delhi Jal Board, is that the said dispensaries do not have a completion certificate and layout plan. He states that the Respondent No. 1 despite already having the completion certificates and layout plans, did not provide them to the Chief District Medical Officer, South West District, Delhi at the appropriate time and the same has resulted in the water connection not being provided to the dispensaries.

He states that despite sending repeated representations to the Respondents, with the most recent one being vide email dated 10^th September, 2024, no response has been received.

Keeping in view the recent representation dated 10^th September, 2024, the present writ petition is disposed of with a direction to the respondents to decide the representation dated 10^th September, 2024, submitted by the petitioner and take necessary action in accordance with law, if required, as expeditiously as possible.
