With the consent of the parties, this petition is heard finally.

Petitioner has filed this writ petition seeking following reliefs.

“10.1 That, this Hon’ble Court may kindly be pleased to issue writ/order/direction to the respondent authorities for compliance of the order dated 18.02.2008 (Annexure P-2) and for immediately pay the entire salary for the period of 21.09.1983 till 11.11.2000 along with other consequential benefits, in the interest of justice.

10.2 That, this Hon’ble Court may kindly be pleased to issue writ/order/direction to the respondent authorities to pay family pension, gratuity and other retiral/ terminal dues of the husband of the petitioner to the petitioner, in the interest of justice.

10.3 That, this Hon’ble Court may kindly be pleased to issue writ/order/direction to the respondent authorities to pay appropriate interest on the delay caused in payment of salary, back wages and other consequential benefits, in the larger interest of justice.

10.4 That, this Hon’ble Court may kindly be pleased to issue writ/order/direction to the respondent authorities to pay appropriate compensation for the hardship suffered by the petitioner and his family due to the inaction from the side of the respondent authority.

10.5 Any other relief, which this Hon’ble Court may deem fit and proper, may also be passed in favour of petitioner together with cost of the petition.”

Learned counsel for petitioner submits that after passing of the order by Respondent No. 5/ Deputy Registrar, Co-operative Societies, Raipur, dated 18.02.2008, petitioner has submitted several representation, lastly on 04.08.2021. He submits that against the order passed by Deputy Registrar, petitioner preferred a writ petition bearing WPS No. 6900/2011, which came to be dismissed by peremptory order, according to his instructions, petitioner submitted representation before Chief Executive Officer, Apex Bank, Raipur, Chhattisgarh, however, representation submitted by petitioner is not considered and decided. Representation is filed by petitioner on 10.03.2025. He contended that in the facts of the case, petitioner may be permitted to submit fresh representation before Respondent No. 2 raising all the grounds as raised in this writ petition and direction be issued to Respondent No. 2 to consider and take decision on the representation of petitioner at the earliest within specific time frame.

Learned State counsel submits that grievance of petitioner is against Respondent No. 2 only for whom he is not appearing.

On due consideration of the submission made by learned counsel for the respective parties, nature of grievance raised, this writ petition at this stage is disposed off permitting the petitioner to submit fresh comprehensive representation pleading all the grounds and enclosing all supporting documents before Respondent No. 2 and if such representation is submitted, the concerned authority shall consider and take decision on the representation to be submitted by petitioner, in accordance with law, expeditiously preferably within a period of 02 months from the date of receipt of representation.
