Learned counsel for the petitioner submits that certain factual aspect has not been properly pleaded in the writ petition and subsequent development has been taken place during the pendency of this writ petition, which cannot be made by the amendment, therefore, he seeks permission of this Court to withdraw this writ petition with liberty to file better petition with proper pleadings, prayer and documents.
