The present suo motu Public Interest Litigation was registered on the basis of various news reports (along with photographs) published on 17 July 2024 in different newspapers, highlighting the alarming rise of Malaria and Diarrhea cases in several regions of the State. Reports titled “��कट: �� क��तऔर�� र�� तअ��नक��चरण�� न� ” – ��तक� !��"�#�अफ�र, !�"�%�रक� आ'�-(�)��* �+ ��क�,(-क�� published in Dainik Bhaskar; “क�ट��+ .��र��क�!��अ! �� र��क�च�र�र�", ,�/��+ �त0 कर�ए#ए – इधररतन%�र�+ .��र��क�च�रऔर�र�" 4��, न� थ�र�� ,��,��” published in Bilaspur Bhaskar; and “क�ट��+ फ6 �� र��, 4�� 4 �र�", एक# � �र – # � �र�र�" क�7क��#��,�/�र�फर, �"8न* ��#* क�9आ�� र�� ट�:ट – क�ट�;�ट�+ .��र��%�7-त��#” published in My City, Nav Bharat, collectively revealed an escalation in Malaria and Diarrhea cases, multiple hospitalizations, fatalities, and indicated delayed preventive action by the authorities. Consequently, the matter was taken up suo motu under the title “Malaria & Diarrhea Outbreak Escalates; Delayed Measures Follow Increase in Hospitalizations and Fatalities.”

The matter was last heard on 12.09.2025, when, in compliance with this Court’s order dated 26.08.2025, the Secretary, Department of Health & Family Welfare, Government of Chhattisgarh, filed his personal affidavit.

A perusal of the said affidavit reflects that the State Government has taken timely and adequate measures to control the Diarrhea outbreak in the affected areas of District Janjgir-Champa. Polluted water sources were identified and sealed, chlorination and disinfection activities were undertaken, and public awareness campaigns were

launched regarding safe drinking water, hygiene, and food safety. It is further stated that stool samples of suspected patients tested negative for Cholera and, presently, no patient is exhibiting symptoms of Diarrhea.

The affidavit further indicates that Rapid Response Teams had been constituted at the District and Block levels, advance arrangements for medicine supply are in place, and continuous surveillance is being maintained through IDSP-IHIP. Camps established earlier in the affected areas were withdrawn after the situation was brought under control, demonstrating the authorities’ timely response. Based on the material placed on record, it is evident that the situation has been effectively controlled and that, as of now, there is no indication of any ongoing spread of Diarrhea in the region.

Considering the above affidavit, the matter was again listed on 29.10.2025 for further monitoring. On that date, learned State counsel submitted that no new incident of the spread of Diarrhea or Malaria had been reported from the affected areas and that no adverse communication had been received in this regard. The matter was thereafter posted for today’s date for continued monitoring.

Today, when the matter was taken up, learned State counsel once again submitted that no further cases of Diarrhea or Malaria have been reported from the concerned regions and no communication suggesting otherwise, has been received.

In light of the submissions and the material on record, this Court is satisfied that the issue has been duly addressed and the situation stands under control.

Accordingly, the present PIL is disposed of , with the hope and trust that the State authorities shall remain vigilant in future and take timely preventive and remedial measures to ensure that such diseases do not spread further.
