1. The grievance of the petitioner in the present writ petition seems to be the action on the part of the respondents in not having the subject of “Employability Skills” as curricula at I.T.I., Bagicha Distt Jashpur. That in the process the petitioner who has been discharging the duty of a guest lecturer in the past is likely to be discontinued from service as a Guest Lecturer. Thus, the petition has been filed seeking for an appropriate direction to the State Government for ensuring that the subject of “Employability Skills” is continued in the list of subjects at I.T.I Bagicha District Jashpur.

At the outset, this Court is of the opinion that the said action on the part of the respondents is one which rests exclusively within the domain of the State Government to decide which courses/subjects have to be imparted and undertaken at the respective I.T.I.. The High Court in exercise of Article 226 would not be in a position to decide the need of the various courses and subjects of a particular I.T.I.. The only recourse available for the petitioner would be to highlight her grievance to the respondents/State Authority who in-turn shall consider the same on its own merits in accordance with law.

The High Court in exercise of Article 226 cannot be issued a mandamus to the respondents directing them to continue with the subject of “Employability Skills” or for that matter any other particular subject at a particular I.T.I. which otherwise is the prerogative of the State Government and the Department concerned managing the said institution.

4. Reserving the right of the petitioner to approach the respondents by way of a representation for ventilating her grievances. The writ petition at this juncture accordingly is disposed of.
