connection refers to the report of the Registrar, to the effect that need was felt by the Government that 'some' Primary Agriculture Credit Co-operative Societies were to be reorganized, steps were taken by the Respondents to effect reorganization in respect of all the 1333 Primary Agriculture Credit Co- operative Societies in the State. The en-mass reorganization in this regard does not tally with the projected cause for reorganization with reference to the changes in the lie and location, topography extent and coverage of various villages; the access/connectivity by roads, rail, bridges and such other circumstances and the purpose of creation of Primary Agriculture Credit Cooperative Societies with reference to implementation of the developmental activities in the State. It is also pointed out that the various obligation/responsibilities stated as to be carried out by Primary Agriculture Credit Co-operative Societies, as put forth by the learned Additional Advocate General, are actually not the objects to be met by such Societies, as they are constituted only to meet the requirements under Section 2(u-ii) and nothing else. We find it difficult to accept the said submission completely, as the terminology used under Section 2(u-ii) is with reference to the 'main object' which does not leave out the incidental objects, if any. There may be such other incidental activities in terms of the 'by laws' approved by the Registrar and hence this cannot be a ground of attack for the Petitioners. The 'main object', as put forth by the learned Additional Advocate General, is to make available credit at '0% interest' to the farmers, as per the policy of the Government, by way of short terms loans. The other objectives are to supply seeds/fertilizers to the farmers at subsidise rate and steps with regard to the procurement of agricultural produce from the members/farmers for a minimum support price, to ensure that the farmers are not trapped or exploited. The version of the Petitioners is that, as per the mandate of the Section 10 of the Act, the Societies are classified as Consumer's Society, Farming Society, Federal Society, Central
