Accordingly, the claim of the writ petitioners/appellants needs to be revisited by the Sabhadhipati, Murshidabad Zilla Parishad. The appellants are granted liberty to make a fresh comprehensive representation with supporting documents to the Sabhadhipati, Murshidabad Zilla Parishad who is the respondent no.8 herein, within three (3) weeks from date. If such representation is made, the same shall be decided by the respondent no.8 in accordance with law by passing a reasoned order within a period of four (4) weeks from the date of receipt of the representation after giving an opportunity of hearing to any one of the appellants or their authorized representative. The respondent no.8 shall communicate his decision to the appellants within a week from the date of the decision. Needless to say, if the respondent no.8 finds that the claim of the appellants is valid, he shall take necessary steps to ensure that the appellants receive the benefit of the Memorandum dated September 16, 2011 referred to above. The respondent no.8 shall naturally keep in mind the Memorandum dated April 7, 2016 referred to above while taking his decision. We have not gone into the merits of the appellants’ claim. The respondent no.8 shall take an informed decision, in accordance with law.
