Writ petition is disposed of as withdrawn with liberty to the petitioners to file appropriate revision application as permissible in law. It is clarified that if appropriate revision application is filed within four weeks from today, the petitioner will be entitled to seek benefit of the period of pendency of this petition for seeking condonation of delay.

It is clarified that I have not examined the contentions on merits. Hence, all contentions of all parties are kept open.
