All the petitioners claim to be Graduate Part-Time candidates who were working in Government/Semi-Government departments and other statutory Corporations on honourary basis. It is their case that by virtue of Government Circular dated 02/03/2019 a decision was taken to prepare a data base and include the names of all such Graduate Part-Time employees to enable them to be further considered for appointment. This has been followed by communication dated 22/02/2021 that has been issued by the General Administration Department to all concerned Ministries of the State

According to the petitioners despite the fact that their names have been included in the data base which fact is also stated in paragraph 10 of the affidavit in reply filed by respondent No.4, no further steps have been taken in that regard. The petitioners have addressed various communications through their Association and one of such communication is dated 03/02/2021 addressed to the Additional Chief Secretary of General Administration Departmentrespondent No.2.

Considering the fact that names of the petitioners are included in the data base that has been prepared in the light of Government Circular dated 02/03/2019, interests of justice would be served by directing the respondent No.2 to consider the petitioners’ representation dated 03/02/2021 and decide the same in accordance with law. The representative of the petitioners be given opportunity of hearing in that regard. The aforesaid representation be decided within a period of six weeks of receiving copy of this judgment. The decision taken be communicated to the representative of the petitioners. Keeping all points raised in the writ petition open, the writ petition is disposed of. Order accordingly. No costs.
