The learned Counsel for the petitioners submits that, the impugned notice directing reopening of the validation proceedings against the petitioners is without details and based on irrelevant facts. According to the learned Counsel, no reasons are detailed in the notice issued to the petitioners for reopening of the validity proceedings. The learned Counsel submits that, the validation proceedings cannot be re-opened on the basis of such a notice sans details.

The learned AGP, on instructions of the respondent / State, submits that the respondent / Committee would issue fresh notice to the petitioners detailing the reasons for reopening the validation proceedings.
