1] The petitioner and his counsel are absent. In all probability, the petitioner seems to be satisfied with the detailed order dated 14 January 2016, therefore, he did not appear on 24 October 2016 and today as well.

2] On perusal of the detailed order, in paragraphs 3 and 4, the Division Bench has clearly mentioned what should be considered by the authorities and they were also directed to take appropriate decision in terms of the observations of the Bench, as expeditiously as possible. Subsequently, on 1^st October 2016, we directed CIDCO also to take appropriate action.

3] In the light of the above factual situation, we direct the respondent authorities, including CIDCO, to dispose of the

representation or application of the petitioner pending before the authorities, strictly adhering to the procedure contemplated and also with reference to the directions issued by this Court. The entire exercise has to be completed on or before December 2016.
