respect of regulating of function of allotment of sand spots dated 12.3.2013. Clause 16 of the scheme makes a provision for redressal of grievances. A committee under the Chairmanship of District Collector has been constituted for looking in to the grievance of the environmental groups and organizations like the petitioner. In the instant matter, since the decision of the Collector of declaring sand spots for the purpose of auction is subject matter of challenge and since the Collector himself by presenting an affidavit in reply has opposed the contentions of petitioner, we deem it appropriate to relegate the petitioner to the committee constituted under clause 17 of the Government policy. The policy prescribes the constitution of Ministerial sub committee for consideration of grievances, similar to those as has been raised by the petitioner in the instant petition. The committee is stated to have been constituted in accordance with the Government Resolution issued by the Revenue and Forest Department on 26.5.2011. The said committee, constituted in accordance with clause 17 of Government Policy dated 12.3.2013 shall look into the grievances raised by the petitioner in instant petition and take appropriate decision. It would be open for the petitioner to tender a detailed representation to the State level committee, within a period of two weeks from today. If the petitioner tenders representation putting forth its grievances, within a period of two weeks from today, the State level committee shall after extending opportunity of hearing to all parties concerned, including the Municipal Corporation and the proposed bidders, shall take appropriate
