Petition No.2704 of 2011. In the said writ petition, the matter was compromised between the petitioners and the respondent No.4 and the petitioners-Management agreed to reinstate the respondent No.4 in compliance with the judgment of the Tribunal. The writ petition was disposed of in terms of the joint pursis . After the disposal of the said writ petition, the petitioners requested the Education Officer (Secondary) to clear the salary bills of the respondent No.4 so that the arrears of salary could be paid to him. The said request of the petitioners was, however, not acceded to, by the Education Officer (Secondary). The Education Officer (Secondary) conveyed to the petitioners that the School Tribunal had directed the Management to pay the arrears of salary and the same could not be paid by the Education Officer (Secondary). Being aggrieved by the said orders, the petitioners challenged the same in Writ Petition No.1014 of 2013. The said writ petition was withdrawn without seeking any liberty to file a fresh petition. The petitioners pursued the matter with the Education Officer (Secondary) after the withdrawal of Writ Petition No.1014 of 2013. The prayers made by the petitioners for disbursing the arrears of salary of the respondent No.4 were, however, rejected by the Education Officer (Secondary) on the ground that the Management was directed to pay the arrears of salary. The orders of the Education Officer (Secondary) are challenged in the instant petition.
