Even the resolution of the Amravati University of the year 1993 shows that the preference could be given to a Project Affected Person while making the appointment. When the decision of the year 1993 speaks of giving of preference, it clearly means that the petitioner would have been required to apply with others, after the Amravati University issues the advertisement and if all things between the two persons, which includes the petitioner, are equal, the petitioner would be granted employment. In any case, the petition suffers from laches as the land of the petitioner's predecessor-in-title was acquired in the year 1983, the Amravati University took a decision to give preference to one of the members of the family of the persons whose land was acquired, in the year 1993 and the present petition seeking appointment of the petitioner on Class-III or Class-IV posts is filed in the year 2014. The writ petition suffers from laches and is also meritless.
