Government Pleader raises a preliminary objection to the tenability of the writ petition. It is stated that the petitioner would not have a locus standi to seek a direction to the respondent no.3 to decide the application filed by the respondent no.4. It is stated that the respondent no.4 has not filed the writ petition seeking the said direction.

We uphold the preliminary objection raised on behalf of the respondent nos. 1 and 2 and dispose of the petition, with no order as to costs.

The points raised in the petition are kept open, as it is informed to this Court that the petitioner is likely to file a petition along with the respondent no.4.
