not deposit the amounts in the account of Gram Panchayat which were recovered on behalf of the Gram Panchayat. No proper invoices were submitted. Bogus invoices were prepared. No necessary record of Gram Panchayat was maintained. Registers were not maintained properly and it was found subsequently that there was a difference in the funds which were received and the amounts spent under rural scheme. All these illegalities were found at the time of inspection of accounts of the record of Gram Panchayat and thereafter, his domestic enquiry was conducted in the year 2011-2013 under the 7 charges. The said enquiry was completed on 30.9.2013 and he was held guilty under most of the counts. Pursuant to the said enquiry, he was given notice to show cause, to which he submitted reply of 400 pages. By way of corollary to the conclusion of the enquiry, the Chief Executive Officer of the Zilla Parishad, by his letter dated 31.12.2013, directed the BDO Kurduwadi to lodge criminal case against this officer and thereafter the informant Dnyaneshwar Sutar gave report to the police on 8.4.2014. In this case, the fact of domestic enquiry is admitted by the applicant/accused. It was submitted that pursuant to the show-cause notice issued by the disciplinary authority, the applicant submitted a reply of 400 pages to the disciplinary authority. It is a factual position that the disciplinary authority has not yet given any verdict after the enquiry.
