1Interim relief which is sought in terms of
prayer clause (b) was also sought in the main
petition and the same has been denied to the
applicant. We do not find that any case of change
in circumstances is made out. The learned counsel
for the applicant relies upon the notice dated 22nd
October 2013 issued to the applicant by the College.
From 2006, the applicant is not possessing the
degree certificate as well as internship
certificate. This letter will not amount to any
change in circumstances. Hence, the prayer for
interim relief is rejected.

2Considering the pendency of very old writ
petitions in this Court, early date of hearing of
the petition of the year 2008 cannot be accepted.
Application is rejected.
